🌿 Administrative System
The Grama Panchayat is the primary institution of local self-government at the grassroots level. The administrative system of Kadukutty Grama Panchayat functions with the objective of ensuring transparent, efficient and people-friendly governance and delivering various development and welfare services to the public effectively.
👤 President
The President is the principal administrative authority of the Grama Panchayat. The President provides leadership for the overall administration and development activities of the Panchayat and coordinates various programmes and projects implemented for the welfare of the people.
🤝 Vice President
The Vice President assists the President in the administration of the Grama Panchayat. The Vice President also performs the duties and responsibilities of the President in the absence of the President and provides necessary support for the effective functioning of the Panchayat administration.
📋 Standing Committees
💰 Finance Standing Committee
Responsible for matters related to the income and expenditure of the Panchayat, financial management and other important financial activities.
🏗️ Development Standing Committee
Responsible for implementing development projects and programmes with special emphasis on public welfare, infrastructure and overall development.
🤲 Welfare Standing Committee
Responsible for implementing welfare schemes and activities related to social security and the welfare of various sections of society.
🏥 Health & Education Standing Committee
Coordinates and supports activities and programmes related to public health, education and related social development initiatives.
📌 Other Sub-Committees
Sub-committees may be constituted for specific areas or special purposes. These committees assist in the effective implementation and monitoring of various projects and activities.
🏢 Panchayat Secretary and Office Administration
The Panchayat Secretary is the principal administrative officer responsible for coordinating the day-to-day administrative functions of the Grama Panchayat, maintaining official records and ensuring the proper implementation of decisions and procedures.
👨💼 Assistant Secretary
Assists in administrative and office activities. The Assistant Secretary also performs responsibilities related to Kudumbashree activities, welfare schemes and development projects for Scheduled Caste communities.
📂 Junior Superintendent
Supervises day-to-day office operations, file procedures and the functioning of different sections of the office and provides necessary supervision to staff.
💼 Accountant
Handles financial transactions and accounts, including income and expenditure, budget-related matters, tax-related financial records and other financial documents.
📄 Clerk
Responsible for files and records, tax collection, applications, registers, ward-level duties and various service-related activities of the Panchayat.
📑 Senior Clerk
Handles important office records and administrative procedures, coordinates different sections and assists in the scrutiny and processing of major files and official procedures.
🧹 Office Attendant
Provides day-to-day office support, assists in the movement and delivery of documents, maintains office arrangements and performs general support duties.
🧩 Main Components of the Panchayat Administration
1. 🗣️ Grama Sabha
The Grama Sabha is a public forum comprising the residents of the respective electoral area. It discusses development plans, public needs, welfare activities and other matters concerning the local community.
2. 🏛️ Grama Panchayat Committee
The elected representative body responsible for the governance of the Grama Panchayat and for taking decisions on development, administration and public welfare matters.
3. 👥 President & Vice President
The President and Vice President provide leadership for the overall administration and coordinate the functioning of the Panchayat and its various activities.
4. 📋 Standing Committees
Specialized committees dealing with important areas such as development, finance, health and education, welfare and other responsibilities.
5. 🏢 Panchayat Secretary
The principal administrative officer who coordinates office activities, maintains official records and supports the effective implementation of administrative procedures and decisions.
